Causing mischief and chaos, Heathcliff is sent to a cat psychiatrist. After some time, Heathcliff reforms to be a very nice kitty. Soon the neighborhood starts picking on Heathcliff because he won't even defend himself. After being robbed, Heathcliff snaps and attacks the robber, and is praised for his actions.
A cat artist named Screwloose LeTrek hires Leroy to protect a painting that turns out to be magic. Mungo falls into a garbage can in the painting and finds himself in another land. Hector paints a lid on the garbage can, and the artist picks up the painting to be taken to the gallery. The cats chase down the painting in an attempt to free Mungo from the painting.
